HCIS Literacy Plan SY 2026-27

This Literacy Plan is a district-wide tool for organizing the current research-based curricula offered in all tiers of instruction. This working document will be updated regularly to ensure alignment across all academic content areas. We are required by the MN Department of Education to make this plan available to our stakeholders per the READ Act (statute: Subd. 4a.b  ).

Grade 8 - 8th Grade English– Evidence-based strategies to address Word Recognition (morphology, multi-syllabic words)

Grade 9- American Literature or World Literature– Evidence-based strategies to address Word Study (morphology, multi-syllabic words)

Grade 10- American Literature or World Literature Evidence-based strategies to address Word Study (morphology, multi-syllabic words)

Grade 11- Evidence-based strategies to improve vocabulary, fluency, and comprehension..

Grade 12- Evidence-based strategies to improve vocabulary, fluency, and comprehension.


Students <50th percentile on MAP test are assessed with Capti ReadBasix: Decoding and Word Recognition, Vocabulary, Morphology, Sentence Processing, Reading Efficiency, Reading Comprehension.

Tier 3 

Grades 7-11:  Corrective Reading–Decoding  (Additional time outside of ELA class)

Using structured literacy to develop foundational skills in all 5 pillars of literacy: phonemic awareness, phonics, vocabulary, fluency, and comprehension.



Students who score below the decoding threshold of 250 will be given a placement test for CR-D.

30-45 min intervention classes for students well below grade level

 
 

Method of Identifying Students for Support:

Tier 1 - Universal Screening of all students: NWEA Measures of Academic Progress for Reading will be administered in the Fall to set a benchmark, and in the Spring to track growth. Students who score below the mean (<50th percentile) on the Fall Benchmark will be assessed to identify the kind of support needed. 


Assessment Criteria: 

Tier 2 support: Partially Meets Standards on MCA/ “Below Mean” on NWEA MAP Reading Growth 6+: Administer a fluency check and/or the Capti ReadBasix reading assessment (6 subtests) to identify foundational reading skills needing to be strengthened for success in the Tier 1 ELA classroom and across content areas. 


Tier 3 support: Does Not Meet Standards on MCA/ “Below Mean” on NWEA Map:  Administer Capti ReadBasix to determine foundational reading skill targets. Students below the decoding threshold of 250 will be given a placement test for Corrective Reading Decoding or receive short, targeted interventions using an evidence-based, approved intervention curriculum. All students receiving decoding intervention instruction will have their progress monitored regularly to track its effectiveness. Intervention will continue until the student has reached the identified target: a minimum score of 250 on the ReadBasix decoding subtest, and will continue receiving appropriate intervention in tier 2. 


Literacy Goal 2026-2027

Baseline Summary:

182 students in grades 7-12 completed an NWEA MAP assessment in Fall 2025.

178 students in grades 7-12 completed an NWEA MAP assessment in Spring of 2026.


Fall 2025, 79% of students scored >50th percentile (143 students).


Spring 2026, 79% of students scored >50th percentile (140 students).


Goal:

Schoolwide reading data will show an 8% increase in the number of students who score above the 50th percentile on the Spring 2027 NWEA MAP Reading Growth 6+ assessment when compared to the Fall 2026 benchmark data.


ReadAct Training Requirements:


Phase 1 completed by July 2026: Special Education teachers who work with students in 7-12 to improve reading skills, and Literacy Lead/K-12 Reading Teacher.


Phase 2  will be completed before Spring of 2027: ELA teachers responsible for literacy instruction; 3 paraprofessionals were trained in June of 2026.
